KANSAS CITY, Mo. – The International Association of Assessing Officers (IAAO) is pleased to announce
that the Saint Lucie County Property Appraiser’s Office in Fort Pierce, FL, is the recipient of the 2021
Distinguished Assessment Jurisdiction Award. The office is led by Property Appraiser Michelle Franklin
who has been a member of IAAO since 2014.
The Distinguished Assessment Jurisdiction Award recognizes an assessment agency that has instituted a
technical, procedural, or administrative program which is an improvement over prior programs in that
jurisdiction and is generally recognized as a component of a model assessment system and a
contributing factor to equity in property taxation. The Saint Lucie County Property Appraiser’s Office
received this award for the Saint Lucie Mobile Assessment Collection Kit project which combined
existing ESRI mobile solutions to create a streamlined, paperless process for field data collection and
subsequent data entry.
The mobile collection project is an enhancement over past processes as the professionals have access to
the full Microsoft office suite, including email, with the iPads. Professionals are able to communicate
with co-professionals via email and the Residential Field Manager via email and/or the application. This
process has enabled the field appraisers to be three times more productive in collecting the new
construction data. Professionals have completed their new construction site visits and data entry in
HALF OF THE TIME, six months rather than twelve.
These advancements earned the county the Distinguished Assessment Jurisdiction Award. This
prestigious award was presented during the IAAO’s 87th Annual International Conference on Assessment
Administration, held Aug. 28 – Sept. 1, 2021, in Chicago.
